According to statistics, there were 347,000 fugitives nationwide before August 31, 2001. There were 14,544 fugitives in Zhejiang province (nearly one third of the entire province’s police force). There are objective reasons for the increasing number of fugitives and more for the public security organs themselves. As a functional organ, public security organs have an unshirkable responsibility for the massive increase of fugitives.
