莱芜市自1998年开始在国有集体企业推行工伤保险制度改革。目前,参保职工9.8万人,国有集体企业覆盖率达74.4%,职工覆盖率达75.5%。实践证明,工伤保险的实施,对于保障职工的合法权益,促进安全生产和维护社会稳定,起到了重要的作用,但这项改革的深化,还有许多矛盾和问题,亟须研究解决。一、职工参保率较低。原养老保险实行行业统筹的中央属企业没有参加社会统筹。《企业职工工伤保险试行办法》规定,工伤保险实行属地管理。企业不分隶属关系,必须按规定参加所在地的工伤保险费用社会统筹。据统计,莱芜市属地管理的企业单位有22个,
Since 1998, Laiwu City has introduced the reform of the industrial injury insurance system in state-owned collective enterprises. At present, 98,000 employees are insured, the coverage rate of state-owned collective enterprises reaches 74.4% and the worker coverage rate reaches 75.5%. Practice has proved that the implementation of work-related injury insurance plays an important role in safeguarding the legitimate rights and interests of workers, promoting safe production and maintaining social stability. However, there are still many contradictions and problems in deepening this reform and there is an urgent need to study and solve it. First, the worker insured rate is lower. The central government-owned enterprises that integrated the original old-age insurance industry did not participate in social pooling. The Trial Measures for Work-related Injury Insurance for Enterprises and Workers stipulates that industrial injury insurance shall be administered on a local basis. Enterprises regardless of subordination, must participate in the location of the accident insurance according to the provisions of the social co-ordination.
