军事文化变革是军事变革的先导力量,是最深层次的军事变革。推动军事变革,需要着力打造能够引领改革的军事政治文化、引导改革的军事理论、驱动改革的军事思想观念、保障改革的军事法治文化、助推改革的军事科技文化。为适应现实和未来的挑战,必须围绕军事变革的理论需求和实践需求,在确立当代视野的基础上,保持开放心态,敢于批判超越,积极推动军事文化的创新发展。因此,以文化的观点、文化的视角、文化的思维考察军事变革,既具有重要的理论价值,也具有重要的实践价值。
Military culture reform is the leading force of military reform and the deepest military reform. To promote military reform, efforts must be made to build a military and political culture that can lead the reform, guide the military theory of reform, drive the military ideology of reform, safeguard the military and law culture of reform, and boost the military science and technology of reform.
