当前,我国仍处于人民内部矛盾凸显、对敌斗争复杂、刑事犯罪高发时期,各类社会矛盾叠加,群体性事件出现数量上升、对抗程度加剧、处置难度加大的态势,主要特点表现在:非直接利益者大量参与,行为方式日趋激烈;组织化倾向越来越明显,组织结构日趋严密;绝大多数具有上访请愿性质,个别的表现出较强的反复性。公安机关要从情报信息研判预警、多元化调解、现场处置和新闻发布舆论引导等方面入手,建立健全可操作性强的应对机制。

The public security organs should start with judging and early warning of intelligence information, diversifying mediation, handling on the spot and guiding the public opinion of news release, so as to establish and improve a coping mechanism with strong operability.
