解放三十一年来,在党的正确领导下,我县建成六千六百多处中小型水利工程,这些水利设施由于布局合理、长藤结瓜、边建边管,有效地控制旱涝,对改变农业生产条件起了很大的作用。在工程管理上,坚持“建管并重,讲究实效”的方针,并逐步转向以管为主,采取专管与群管结合的办法,基本上做到“建一处,成一处,管一处,发挥效益一处”,取得了较好的经济效果。目前,全县实灌面积达72万亩,占全县水田面积的92%,超设计效益7.5%;保灌面积达64万亩,占全县水田面积的82%,最高粮食总产达7.98亿斤,平均亩产1200斤,比解放前增长了二倍。1980年虽然是经过六个旱季的大灾年头,粮食总产仍接近历史最高水平。近几年来每年为国家提供商品粮1.5亿斤左右。管理水平也逐步提高,由看摊守坝、扛锄放水到综合经营,企业化管理。县管19处工程实现了“一保三超”,即保证工程安全,灌溉面积超设计,灌区亩产超千斤,管理经费收入超支出(自给有余)。1980年总产值达194.96万元。此外,社队管的工程也有很好的范例。因而曾两次被评为全国水利管理的先进县。多年来我们在水利管理方面的主要作法有以下几点。
