2013年9月,湖南发改委发布《湖南省国民经济和社会发展第十二个五年规划纲要实施中期评估报告》。《报告》指出,《纲要》提出的33项主要指标,有25项进展良好,达到或超过规划进度要求;有8项未达规划进度要求,其中预期性指标5项,约束性指标3项。进出口总额、战略性新兴产业增加值占GDP比重以及研究与试验发展经费支出占GDP比重三项指标难以如期完成。
In September 2013, Hunan Development and Reform Commission released the Interim Assessment Report on the Implementation of the 12th Five-Year Plan for National Economic and Social Development in Hunan Province. According to the report, 25 of the 33 key indicators put forward in the “Outline” have progressed well and meet or exceed the requirements of the planning progress. There are also 8 requirements that are less than the planned progress, of which 5 are expected indicators and 3 are binding targets. The three indicators of the total volume of import and export, the added value of strategic emerging industries in GDP and the expenditure of research and experimental development in GDP are difficult to be completed on schedule.
