新常态发展大好形势下,基层党组织是贯彻和实施党的中心工作的带头和坚强的执行者,党的各级方针、政策能不能在基层得到很好的贯彻实施,能不能把党的工作意图转化成惠及广大群众的财富。关键是取决于党的基层组织在广大群众中的向心力,凝聚力和带动力发挥的怎么样?
