国务院“关于加强工业企业管理若干问题的决定》中,对企业升级规定了产品质量,物质消耗,经济效益三项考核指标。这就是说,衡量一个企业能否升级,主要是产品质量是否真正上去了,物质消耗是否真正降下来了,经济效益是否真正提高了。要制订企业的升级考核标准,首先得本着有可比性的原则划分小行业,然后再摸清各小行业当前在国内外同行业中所处的位置,所达到的水平,进而确定共通过努力在各个时期所能达到的目标。这是一项工作量大、涉及面广、专业性强的细致复杂工作。
