近年来,沈阳市大东区个体工商业户发展很快,现有2,400多户。不少个体工商业户,在填写报表、计税等方面存在实际困难,希望恢复“文革”前的集体会计制度,帮助他们记帐计税。大东税务分局根据广大个体工商业户的要求,召开了个体工商业户代表和纳税小组长会议讨论,一致赞同成立联合会计办公室。他们报经区政府批准,录用了6名身体好,具有会计专长的退休工人为集体会
