我讲两个问题:一是科技部今年的重点工作,二是高新司今年的重点工作。 一、科技部今年主要抓两件事:一是编制“十五”科技计划和2015年科技规划;二是筹备召开全国技术创新大会。 在编制“十五”科技计划和2015年科技规划时,我们有几个指导思想:①加强集成。我们的八大计划分别是在不同的时期、不同的背景下出台的,都起到了很好的作用,但在如何加强集成,更好发挥作用方面存在一些问题。②如何向地方延伸。尤其是指令性计划,过去主要是面向部门,地方参与不多。在制定“十五”科技计划和2015年科技规划时,要向地方延伸,让地方更好地参与。③引入竞争机制。今后不管是中央院所,还是地方科研机构、企业,不管其所有制形式,只要是在中国大地上,都可以参与平等竞争。
I will talk about two issues: First, the key work of the Ministry of Science and Technology this year; second, the key work of the High-tech Division this year. However, there are some problems in how to enhance integration and make better use of it. ② how to extend to the place. In formulating the “Tenth Five-Year Plan” and the 2015 science and technology plan, we must extend our endeavors to make local areas better involved. ③ introduce competition mechanism. In the future, regardless of whether it is a central institute or a local scientific research institution or enterprise, regardless of its ownership form, as long as it is on the land of China, it can participate in equal competition.
