Ministry of Communications Water Transport Planning and Design Institute was established in 1953, is a Class A planning and design institute directly under the Ministry of Communications. In April 1989, the Ministry of Construction, the State Development Planning Commission, the Ministry of Finance, the People’s Construction Bank of China and the Ministry of Materials were designated as the pilot units for the second batch of project general contracting by design units.
