军委胡主席在科学分析当前面临的世情、国情、党情的基础上,着眼提高党的执政能力、保持和发展党的先进性,提出了建设马克思主义学习型政党的重大战略任务。军分区系统作为我们党、国家、军队的特殊组织系统,上靠省军区,下带人武部,延伸乡镇村,任务多元,分布广泛,影响较大,具有极其特殊的地位和作用。因此,要把握这些特点,注重从以下几个方面入手,进一步加强学习型党组织建设,全面提高综合素质。
On the basis of scientifically analyzing the current world conditions, national conditions and party conditions, Chairman Hu of the Central Military Commission focused on raising the party’s ability to govern and maintaining and developing the advanced nature of the party, and proposed a major strategic task of building a learning party of Marxism. As a special organization system of our party, state and army, the military sub-regional system depends on the provincial military region and under the belt of people’s armed forces and extends the township and village. It has a wide range of tasks and has a great influence and has a very special status and role. Therefore, we should grasp these characteristics, pay attention to the following aspects, to further strengthen the building of learning party organizations, and comprehensively improve the overall quality.
