弱势国家在一个依规则办事的体系里比在一个依权势办事的体系里能更好地维护自身的利益。然而,由于WTO 争端解决谅解条款中关于“特殊与差别待遇”的文字表述不足等原因,发展中国家并不享有一个“中立”的游戏场所。
Vulnerable countries are better able to defend their own interests in a system operated according to the rules than in a system run by the powerful. However, developing countries do not enjoy a “neutral” place of play because of the lack of written language on “special and differential treatment” in the WTO dispute settlement clause.
