Combined with the analysis of characteristics of the communication industry and the sustainable development requirements of the enterprise, considering the current and the long-term development and the external stakeholder interest of the enterprise, the sustainable development index system of telecom operator was constructed including operation management ability, innovation development ability and strategy leading ability. Taking a telecom operator and its subsidiary as an example, the index system was designed and the design elements and assessment requirements were also presented clearly. The evaluation and analysis of the index can help enterprises effectively identify the key shortcomings of sustainable development, and better improve the sustainable development ability.
