自党的十五届六中全会作出加强和改进党的作风建设的决定以来,党内民主建设成效显著,在各级领导班子决策领域,“议决制”正逐渐被无记名票决制所取代。但实行一人一票的票决制,带来这样一个困惑,即任不同职务、承担不同责任的班子成员拥有同样的一票,真正的科学、合理的权力能否可以进行“量化使用”?苏北某一县级机关对此进行了有益的探索。
Since the 6th Plenary Session of the 15th CPC Central Committee has made the decision of strengthening and improving the party’s style of work, the building of inner-party democracy has achieved remarkable results. “Decision-making system” is gradually being replaced by the secret ballot system in decision-making by leading bodies at all levels. However, the implementation of the one-person, one-vote system results in such a confusion that the same team members who hold different positions and shoulder different responsibilities have the same vote. Is real scientific and reasonable power “quantifiable”? A county-level authorities in North conducted a useful exploration.
