新时期连片特困地区将面临更多机遇和挑战,随之而来的区域性公共议题也会不断涌现。以“锰三角”跨界水污染治理为个案,全面呈现了跨界治理的演进历程,运用经验分析的方法分别从国家层面、区域层面和地方层面三个维度对“锰三角”跨界水污染治理的多维机制进行了系统的制度解构,为推动这一治理模式在连片特困区公共管理中的应用提供了可资借鉴的理论路径。
In the new era, there will be more opportunities and challenges for the contiguous destitute areas, and the consequent regional public issues will continue to emerge. Taking “Manganese Triangle” transboundary water pollution control as an example, this paper presents the evolution of cross-border governance in an all-round way. By using the methods of empirical analysis, this paper analyzes the “Manganese Triangle” from the three aspects of national level, regional level and local level respectively. The multidimensional mechanism of cross-border water pollution control has been systematically deconstructed, providing a theoretical path to promote the application of this governance model in the public administration of contiguous destitute areas.
