去年7月初,国务院颁发了《关于加强工业企业管理若干问题的决定》,对全国工业企业,特别是全民所有制大中型企业提出了“抓管理、上等级,全面提高素质”的要求,“把提高产品质量、降低物质消耗和增加经济效益,作为考核工业企业管理水平的主要指标”,并把企业升级作为“七五”期间加强企业管理的中心工作。如何处理好全面质量管理与企业升级之间的关系,本文试图从我厂一年多来的实践就此作一点探讨。
