刘正荣博士,出生于1962年2月,毕业于北京第二外国语学院、北京大学,清华大学。国务院新闻办网络局副局长、中国互联网新闻研究中心主任。曾任中国驻美国大使馆一等秘书。1999年获得“中国优秀青年外事工作者”称号。1996年开始从事网站建设和互联网研究工作。2000年以来积极参与互联网新闻管理和互联网问题的调查研究工作。2002年任哈佛大学肯尼迪政府学院客座研究员期间,专门研究美国互联网政策和立法。多年来与国外同行一直保持交流。
Dr. Zhengrong Liu, born in February 1962, graduated from Beijing International Studies University, Peking University, Tsinghua University. Deputy director of the State Council Information Office Network Bureau, director of China Internet News Research Center. Served as first secretary of Chinese Embassy in the United States. In 1999, he won the title of “China Outstanding Young Foreign Affairs Worker”. In 1996 started in website construction and Internet research. Since 2000, he has been actively involved in the investigation and research of Internet news management and Internet issues. During his tenure as a visiting fellow at Harvard University’s Kennedy School of Government in 2002, he specialized in U.S. Internet policy and legislation. Over the years with foreign counterparts have been to maintain exchange.
