1日国家发展改革委、财政部、国家粮食局、中国农业发展银行、中国储备粮管理总公司发出《关于印发<国家临时存储粮食销售办法>的通知》。《通知》指出:要充分发挥临时存储粮对市场的调节作用:国家根据市场需求情况,安排临时存储粮在粮食批发市场上常年常时公开竞价销售,保证市场供应,保持粮油市场平稳运行和社会稳定。《通知》规定临时存储粮的销售,按照顺价销售的原则,根据国家宏观调控需要及市场供求情况确定销售底价,保护农民种粮积极性。要方便企业购买并加强市场监督。
