一加强智力投资,提高人口的智力素质,对厦门特区经济发展具有重大的意义。(1)提高人口智力素质是把厦门特区建成“四个窗口”的关键。厦门要成为我国知识、技术、管理和对外政策的窗口,就要有“五大功能”:辨别、引进、消化、创新、推广的功能。而没有一定的智力资源,厦门将无法具备这“五大功能”,特别是创新的功能。1984年底至1985年5月初,厦门七家公司由于不懂外贸知识和电视机方面的技术,买进80,284台日产“欧丽安”电视机,全部不合规格,损失达1,100多万美元。

To become a window of knowledge, technology, management and foreign policy in our country, Xiamen should have “five major functions”: to distinguish, introduce, digest, innovate and promote functions. Without certain intellectual resources, Xiamen will not be able to have these “five major functions”, especially the innovative function. By the end of 1984 to early May 1985, seven companies in Xiamen, out of ignorance of foreign trade knowledge and technology in television sets, purchased 80,284 Nissan “Orion” TV sets, all of which were out of specification, with a loss of over 11 million U.S. dollars.
