中南五省第五次人大财经工作座谈会10月7—12日在我省召开。全国人大常委会委员、财经委员会委员莫文祥、张寿到会指导。会议分别由广东、河南、湖北省人大常委会副主任张汉青、张德广、肖全涛主持,广东省人大常委会副主任凌伯棠致欢迎词,广东省人大常委会副主任谢颂凯、侣志广出席了会议,副省长钟启权到会介绍了广东省改革开放和经济发展情况。会上,13个省、自治区的同志介绍了工作经验。三年多来,各省区从本地实际出发,加快地方经济立法步伐,提高地方经济立法质量,充分发挥地方经济立法对实现两个根本性转变的促进作用。在立法工作中,注意突出地方特色,增强可操作性,并有一定的超前性。在加快立法的同时,加强执法监督,有重点、有针对性地开展执法检查,并抓住热点、难点问题,通过多种形式开展工作监督。各省区都努力拓宽监督渠道,增强监督力度,注重监督实效,致力于改
The Fifth Central People’s Congress Financial and Economic Working Symposium held in Central China and Five Provinces on October 7-12 was held in our province. Members of the NPC Standing Committee and Finance Committee Mok Cheung, Zhang Shou will be guided. The meeting was chaired by Zhang Hanqing, Zhang Deguang and Xiao Quantao, deputy directors of the Standing Committee of Guangdong Province, Henan Province and Hubei Provincial People’s Congress, and Ling Poitang, deputy director of Guangdong Provincial People’s Congress. Welcoming remarks were made by Xie Songkai and Lu Zhi Guang, deputy directors of Guangdong Provincial People’s Congress Standing Committee. Governor Zhong Kaiquan briefed the meeting on the reform, opening up and economic development in Guangdong Province. At the meeting, comrades from 13 provinces and autonomous regions introduced their work experience. In the past three years or more, all provinces and autonomous regions proceeded from the actual conditions of their own country, accelerated the pace of local economic legislation, improved the quality of local economic legislation and gave full play to the promotion role of local economic legislation in realizing the two fundamental changes. In the legislative work, pay attention to highlighting local characteristics, enhance maneuverability, and have a certain degree of advance. While speeding up legislation, we will step up supervision over law enforcement by conducting law enforcement inspections in a focused and targeted manner, grasping hot and difficult issues and carrying out work supervision through various means.
