本文始于从社会公正和平等的视角纵览当代世界局势 ,然后从如何在世界各地创建较为具有包容性的社会的立场出发 ,考虑有哪些政策备择方案可资选择采用。作者特别关注为社会发展所需的“授能环境”、非正规部门的作用、机会均等所遭遇的障碍、犯罪和贩毒之如何成为促使社会解体的重要因素 ,以及人类社会如何迫切需要对本国和世界的局势不断进行监视和系统的评价。
This article begins with an overview of the contemporary world situation from a social justice and equality perspective and then from the standpoint of how to create a more inclusive society around the world and considers which alternative policies to choose from. The author pays special attention to the “enabling environment” needed for social development, the role of the informal sector, obstacles to equality of opportunity, how criminality and drug trafficking are important factors in social disintegration, and how the urgent need for human societies The situation in the world is constantly monitored and systematically evaluated.
