1989年9月22日,在四川省阿坝藏、羌族自治州小金县境内木城—大板一带发生了一次6.6级强烈地震,造成小金县及相邻的42个乡(镇)、12万余人受灾。给国家和各族农、牧民群众的生命财产造成了巨大的损失,工农业生产设施受到严重破坏,酿成直接经济损失达2亿多元。地震发生后,得到了国务院、省政府的关怀,立即派出慰问团赴灾区慰问、调查灾情、指导抗震救灾工作。及时拨给应急救灾款415万元,国家计委、财政部拨给重建家园专项资金199万元,非经营性基本建设补助100万元,对帮助灾区恢复生产,重建家园起到重要作用。

The State Development Planning Commission and the Ministry of Finance allocated 1.99 million yuan to rebuild the homeland’s special funds, and non-operating capital construction subsidies amounted to 1 million yuan, which played an important role in helping the affected areas to resume production and rebuild their homes.
