党中央关于西部大开发的决策是贯彻邓小平“两个大局”伟大构想的战略部署。“两个大局”的构想是把不同时期区域经济发展的重点提升到社会主义现代化建设全局的高度观察的科学判断和战略设想。第一个大局的构想是到本世纪末实现小康的必然选择和最佳路径 ,第二个大局的构想则是着眼于基本实现现代化第三步战略目标和共同富裕的战略思考。“两个大局”前后衔接 ,相得益彰。必须从与实现现代化建设第二、第三步战略目标相一致的视角才能理解邓小平“两个大局”伟大构想的深远的、科学的含义。深入研究和把握邓小平“两个大局”的伟大构想对于西部大开发有着重要的指导意义。
The CPC Central Committee’s decision on the large-scale development of the western region is a strategic plan for implementing Deng Xiaoping’s grand plan of “two overall plans.” The concept of “two overall plans” is to elevate the focus of regional economic development in different periods to highly observed scientific judgments and strategic assumptions concerning the overall situation of socialist modernization. The concept of the first overall situation is the inevitable choice and the best path for realizing a well-to-do society by the end of this century. The second overall vision is to focus on the strategic thinking of basically realizing the strategic goal of the third phase of modernization and the common prosperity. “Two overall situation” before and after convergence, complement each other. We must understand the profound and scientific implications of Deng Xiaoping’s great concept of “two overall plans” from the perspective that is consistent with the strategic goal of implementing the second and third steps of modernization. To study and grasp Deng Xiaoping’s great concept of “two overall plans” has an important guiding significance for the development of the western region.
