1996年7月1日,大连市按照国务院“扩大试点意见”的要求,在城市职工中开始实行职工医疗保险制度,目前已有近13万人投保。实践使我们体会到,确立正确的医疗保险改革的指导思想和检验改革成功的标准,是关系到改革成败的关键。我们按照国家的要求结合犬连市的实际,提出了医疗保险较成功的四个标准,并在制定政策,具体实施等各个环节充分体现之。这四个标准是: 一、医疗保险基金要实现社会统筹并达到基本平衡。由于各地区的情况差异较大,国务院试点意见中明确了医疗保险的征集比例和审批程序。大连市在实行职工医疗保险制度
On July 1, 1996, in accordance with the State Department’s “Opinions on Expansion of Pilot Opinions,” Dalian Municipality started to implement the employee medical insurance system among urban workers. Currently, nearly 130,000 people are insured.
