党的十七大报告创造性地提出反腐倡廉建设的概念,并把完善惩治和预防腐败体系为重点的反腐倡廉建设放在更加突出的位置,旗帜鲜明地反对腐败。如何贯彻落实这一精神,笔者认为就是要按十七大报告的要求,在坚决惩治腐败的同时,更加注重治本,更加注重预防,更加注重制度建设,继续完善惩治和预防腐败体系,深入推进反腐倡廉建 The report of the 17th CPC National Congress creatively put forward the concept of building an anti-corruption and building a clean government.
