身处经济社会急剧变革的转型时代,顶层设计和制度安排迫切需要有分量的哲思要论学者谁敢言,国家行政学院的竹立家教授是其中一个。早在2006年,他在学习时报上发表《政府管理改革的几个切入点》,针对政府公务开支提出了一组惊人数据,搅动了一池春水。时过境迁,那些数据孰真孰假,早已无人再去深究。不过后来竹立家公开指出,育民德必先修官德,“三公”公开虽仍未能尽如人意,倒也取得了进步。
In the transitional era of rapid economic and social transformation, the top-level design and institutional arrangements urgently need a philosophical perspective on scholars who dare to speak. Professor Zhu Lijia from the National School of Administration is one of them. As early as 2006, he published “Several Breakthrough Points in Government Management Reform” in his study Times, putting forward a staggering set of data on government expenditure on government and stirring up a pool of spring water. The passage of time, those data are true and false, no one has long gone to study. Later, however, Zhu Li-k’ang publicly stated that Yukinde must first practice the rule of virtue and that although the publicity of the “three berks” still fails to achieve its goal, it has also made progress.
