2003年的中国经济,已度过了令人难忘、载入史册的半年。阳春三月,新一届政府组成伊始,外部即发生了伊拉克战争;随后,始料不及的非典疫情在全国大部分地区爆发和蔓延,尤以广东、北京及华北地区为甚,给正在加快增长的中国经济设置了突如其来的障碍。一季度,GDP增长9.9%,创6年来同期增长速度最高水平;二季度,受SARS影响,GDP增速掉头向下,仅增长6.7%,创11年来同期增速最低水平。在举国上下的共同努力下,进入6月份,非典疫情得到迅速有效控制,抗击非典取得了阶段性重大胜利,国民经济活力显著恢复,整体呈现明显回升态势。工业生产、市场销售迅速反弹,固定资产投资继续加快,对外贸易、利用外资保持高速增长,市场物价基本平稳。虽客、货运量仍继续下降,但降幅与非典时期相比已明显缩小。上半年,国内生产总值实现50053亿元,增长8.2%,增速
