伴随着经济的不断发展,机场在国民经济中发挥着越来越重要的作用,为推动机场的专业化、集团化发展,我国于2002开始实施民用机场属地化改革。此后机场管理者越来越重视对机场价值链内涵的判定,并积极应用价值链的管理思想对机场进行全面的预算管理,优化机场预算的内外部环境,提高机场管理水平为机场创造一个良好的盈利环境。
