在刚刚结束的亚太经合组织（ＡＰＥＣ）第九次领导人会议上，《ｅ—ＡＰＥＣ战略》获得通过，并作为《领导人宣言》的附件之一。该战略旨在促进信息通信技术的普及和应用，推动新经济发展，在亚太地区建立数字信息社会。为制定《ｅ—ＡＰＥＣ战略》，今年ＡＰＥＣ成立了ｅ－ＡＰＥＣ特别工作组并由我国担任主席方，积极推动ＡＰＥＣ新经济工作的进展。ｅ—ＡＰＥＣ工作组主席、信息产业部电信管理局陈因副局长１０月１８日在ＡＰＥＣ第十三届部长级会议上就《ｅ—ＡＰＥＣ战略》作了汇报发言，全文如下：
At the just-concluded APEC ninth summit, the “e-APEC Strategy” was adopted as one of the annexes to the Declaration of Leaders. The strategy aims to promote the popularization and application of information and communication technologies, promote the new economy and establish a digital information society in the Asia Pacific region. In order to formulate the “e-APEC Strategy,” this year APEC set up an e-APEC special working group and its chairman will serve as a forum for actively promoting the progress of APEC’s new economy. e-APEC Working Group, Deputy Director-General Chen Yin of Telecommunications Administration of Ministry of Information Industry made a speech on “e-APEC Strategy” at the 13th ministerial meeting of APEC on October 18, and the full text reads as follows:
