1992年,全区转换经营机制试点工业企业达298家,有286家商业企业进行了经营、价格、用工、分配“四放开”改革试点,还有24家企业实行股份制试点。多数试点企业取得了一定的成效。如柳州市31家试点工业企业中的12户亏损企业,已扭亏或减亏,其余厂家实现税利和综合经济效益均大幅度增长。围绕企业改革,政府部门转变职能也有进展,计划、劳动、财政、金融、外贸、物价等部门的改革取得了一定成效。我区对外开放亦出现新局面,1～11月,全区新签外商投资
