在2003年6月17日温家宝总理召开的一次专家座谈会上,明确提出在全面建设小康社会,加快推进现代化建设的新阶段,要始终坚持经济社会协调发展,始终坚持城乡协调发展,始终坚持人与自然的和谐相处和平持续发展。三个“始终”为我们勾勒了一个未来社会发展的图景,是对全新的发展理念的诠释,是对过去相当一段时间以来的发展误区的一个校正。 社会的发展必须是以民为本的发展,最大程度地实现社会结构的优化是经济与社会协调发展的重要内容。因此,包括就业、医疗、社会保障在内的一系列社会体系的构建已成为当前我国民本问题的重中之重,是防止出现社会结构失衡,甚至引发社会断裂的关键要素。
