In January 2012, Wu Lin, a migrant worker from Shandong Province, came to the Provincial Construction Administration Bureau and took a glowing “Special Government Allowance Certificate” issued by the State Council from the relevant responsible person. He has worked as a bricklayer for over 20 years and has become the only one of the top-tier workers in the construction industry in the province to enjoy the special allowance of the State Council. It is also the only migrant worker to receive the honor of the 3.5 million employees in the construction industry in Shandong Province.
