农民政治发展权是农民平等参与政治生活,享有政治发展机会和因政治发展而带来的经济文化社会发展利益最终促进农民主体发展的权利。村民自治是农民政治发展权实现的基石。村民自治不仅是农民政治发展权的权利起点,也是农民政治发展权实现的基础性制度安排,更是农村公民社会生长的政治载体。保障农民政治发展实现,必须优化村民自治。首先不仅要完善立法,加强制度供给;而且要着重村务公开,强化程序保障。不仅要创新机构,加强组织保障;而且要培育公民意识,提高自治能力。
