法律观念的变革与否关系着一个国家法制化进程和法治国家目标的实现。本文作者针对国内理论界多数学者从制度层面提出实现法治国家的现状 ,从观念层面对阻碍法治建设的问题进行了分析 ,认为观念的变革是最重要的 ,也是最基础的 ,它直接关系到“依法治国 ,建设社会主义法制国家”的目标能否真正实现。
