一.沿海地区发展外向型高技术产业势在必行依靠科学技术推进本国和本地区现代化建设已成为世界经济发展潮流。高技术是科学的先导,进入70年代以来,高技术产业随着世界新技术革命蓬勃发展而迅速兴起,成为各国增强国防和经济实力的关健与世界经济战中争夺的制高点。发达国家之间政治、经济、科技方面抗衡,越来越取决于各自拥有的高技术实力,谁在高技术发展中处于领先地位,谁就将成为21世纪的经济巨人。发展中国家亦把发展高技术放在重要地位,以便在激烈的世界竞争中求得一席之地。
I. Development of an Export-oriented High-tech Industry in Coastal Areas Imperatively relying on science and technology to promote the modernization of its own country and the region has become the trend of world economic development. Since the 1970s, high-tech industries have rapidly risen with the vigorous development of the world’s new technological revolution and have become the commanding height of all countries in strengthening their national defense and economic strength and fighting for the war in the world economy. The political, economic and scientific and technological rivalries among developed countries depend more and more on their own high-tech strength. Whoever holds the leading position in high-tech development will become the economic giant in the 21st century. Developing countries have also placed high technology on the development ladder in order to gain a foothold in the fierce world competition.
