为顺应全球经济与对外援助格局的深刻变化,澳大利亚不断革新其对外援助政策。本文首先对澳大利亚对外援助目标的演变过程进行梳理。其次,基于澳大利亚对外援助的政策与概况,总结了澳大利亚对外援助的新特点,并对澳大利亚对外援助管理工作中的透明度、绩效管理与评估、与多边组织合作等方面进行了一定的分析与研究。最后,基于中国对外援助的现状,结合澳大利亚对外援助的经验,提出了中国对外援助政策改革与发展的相关建议。
In order to comply with the profound changes in the global economy and the pattern of foreign aid, Australia has continuously innovated its foreign aid policy. This article first sorts out the evolutionary process of Australia’s foreign aid target. Secondly, based on the policies and profiles of Australian foreign aid, the paper summarizes the new features of Australian foreign aid and conducts some analysis and research on the transparency, performance management and evaluation of Australian foreign aid management and the cooperation with multilateral organizations. Finally, based on the current situation of China’s foreign aid and the experience of Australia’s foreign aid, the paper puts forward some suggestions on the reform and development of China’s foreign aid policy.
