农业保险与农村信贷是农村和农业发展不可或缺的两个重要支撑力量,虽然近年来获得了较快的发展,但无论是农业保险还是农村信贷都存在发展问题,特别是二者间缺乏互动,协同发展比较落后。帕累托理论、范围经济理论、协同效应理论都告诉我们,拥有相同的服务对象、服务内容的农业保险与农村信贷进行协同发展,可以获得1+1>2的效果。广东、新疆、山东、江苏等地近年来的有益探索也证明了这一点。当前应正视农业保险与农村信贷协同发展中存在的农业保险水平不高、合作产品老套缺少灵活性、缺乏资源共享机制、法律制度环境不完善等问题,要进一步加大农业保险支持、加大农村金融支持、建立农业保险与农村信贷的协同发展机制、完善制度环境和监管体系,推进农业保险与农村信贷的协同发展,为农业生产保驾护航。
