随着兵团“三化”建设进程不断加快,工作任务不断加重,编制紧缺、人员不足的矛盾日益凸显,要求增设机构、增加编制的呼声越来越强烈。这就迫切需要我们在不断完善兵团行政管理体制,健全辖区内行政管理职能,加强机构编制管理,主动适应在总量内优化机构编制资源配置的新常态,满足事业发展的需要,优化兵团机构编制资源配置,更好地发挥好兵团稳定器大熔炉示范区作用。
