机构、职能、人员、经费是体系建设的四大要素。但更重要的是分析现状、明确需求、积极协调、形成制度。湖南省做到了明确机构性质、明确经费来源、明确工作职责、明确建设标准。其背后的关键是抓住机遇,不等不靠,主动出击,上门协调,系统规划,全面实施,才能够争取各方面的理解支持,才能够形成机制健全、运转良好的公共就业服务工作体系。本文为全国就业服务工作经验交流会经验材料。本刊将陆续连载其他地区的材料,希望这些材料能从不同角度为各地做好就业服务提供有益借鉴。
Institutions, functions, personnel, funding is the four elements of system construction. But more important is the analysis of the status quo, a clear demand, active coordination, the formation of the system. Hunan Province has made it clear that the nature of the organization, a clear source of funding, a clear job responsibilities, a clear standard of construction. The key behind this is to seize the opportunity, unannounced, initiative, home-based coordination, system planning and full implementation before we can win all kinds of understanding and support in order to form a well-functioning and well-functioning public employment service system.
