随着政治社会化、社会多元化及党员结构的变迁,以单位制党建为依托的封闭式、垂直型党建模式逐渐暴露出时代局限性。在此背景下,区域化党建作为单位制党建模式的延伸与拓展,日渐成为基层党建谋求转型发展的重要趋势。在区域化党建框架下,党政机关因其特殊的地位、肩负的重大责任和使命,必然成为责无旁贷的力量,机关党员干部能否按照排头兵、先行者的要求率先垂范充分发挥主体作用,进一步促进党员的先进性、激发党员的主动性和创造性,进而以机关党建的示范性和导向性构建区域化党建新格局则显得尤为重要和迫切。
With the political socialization, social pluralism and the change of the party members’ structure, the closed and vertical party-building model relying on the party system of the unit system gradually exposed the limitations of the times. Against this background, as an extension and expansion of the party-building model of the unit system, regional party-building has gradually become an important trend for the grassroots party-building to seek transformation and development. Under the framework of regionalized party-building, Party and government organs must inevitably become the unshirkable force because of their special status and heavy responsibilities and missions. Whether the party members and cadres of institutions can take the lead in giving full play to their role as the vanguard and pioneer in further promoting party members It is particularly important and urgent to inspire the initiative and creativity of party members and then build a new pattern of regional party building with the exemplary and guiding role of party building.
