在职人员培训是卫生防疫事业可持续性发展的大事

中共中央、国务院关于卫生改革与发展的决定提出:到2000年初步建立起具有中国特色的卫生体系。卫生防疫事业必须积蓄和具备可持续发展能力、才能适应21世纪社会主义市场经济体制和人民健 康的需求。拥有一支基础理论扎实专业技术水平较高的防疫队伍,是卫生防疫事业可持续发展的基础。但是,近年来我们在对基层单位开展业务工作和培训工作专门检查考核中发现,在职人员培训工作力度普遍有所减弱,或方式方法存在问题而效果不理想。1 现状与问题的提出 实行社会主义市场经济体制改革,造就了一种适者生存的有生气的竞争大环境。为了增强新形势下的活力和后劲,卫生防疫机构积极加入竞争环境,努力创造条件引进人才,采取各种方式方法培训在职人员,以建立适应经济建设要求的卫生防疫专业人员群体和人才结构,虽然取得了较好成绩但仍存在一些亟待解决的问题。 The decision of the CPC Central Committee and the State Council on health reform and development proposed: By 2000, a health system with Chinese characteristics was initially established. We have found that the intensity of training for serving staff has generally weakened, or there have been problems in methods and methods, and the effect is not satisfactory. 1 The status quo and the issues raised The implementation of the socialist market economic system reform has created a lively competitive environment in which the fittest survives. In order to enhance the vitality and stamina of the new situation, health and anti-epidemic agencies actively participate in the competitive environment, strive to create conditions for the introduction of talents, and employ various methods and methods to train on-the-job personnel in order to establish health and epidemic prevention professional groups and talent structures that meet the requirements of economic construction. Achieved better results but there are still some problems that need to be solved urgently.
