党的十七大报告指出:党的基层组织是党执政的组织基础。要充分发挥基层党组织推动发展、服务群众、凝聚人心、促进和谐的作用。以党的基层组织建设带动其他各类基层组织建设。基础牢靠,千秋万代。党的基层组织建设事关政治稳定和社会稳定,事关经济发展和社会繁荣。衡阳市有183个乡镇,4889个建制村,31个城市街道,206个城市社区。全市共有党的基层组织14775个、党员332729名,基层党组织点多、线长、面广。切实加强和推进基层党建工作十分重要和紧迫。

Hengyang has 183 towns, 4889 established villages, 31 urban streets and 206 urban communities. There are 14,775 primary-level grass-roots organizations and 332,729 members in the city’s communist party. There are many grassroots party organizations with a long line and a wide range of people. It is very important and urgent to effectively strengthen and promote the party building at the grassroots level.
