中国民航局于2008年5月11日发布了《关于改变国内航空运输销售代理手续费管理方式的通知》。该通知规定,自2008年10月1日起,改变国内航空运输销售代理手续费管理方式,政府不再规定统一的销售代理手续费支付标准,改由航空公司与销售代理企业按照平等自愿原则,协商确定手续费支付标准、支付条件、奖励办法以及管理方式,并于双方签订委托代理合同后的30个工作日内,报所在地民航地区管理局备案。
