文章在深入思考教育质量的载体、评价对象及评价标准等基本概念的基础上,提出开放大学不仅要做人才培养模式改革的试验田,也要做高等教育质量保障的试验田,信息技术与教育质量保障深度融合的试验田。在评价问题上,政府要定位于质量评价的管理者角色,想办法发挥各种社会力量广泛参与对开放大学的质量评价,可委托甚至组建第三方机构执行对开放大学的质量评价。要突出开放大学在质量保障上的主责地位,鼓励各开放大学根据特色人才培养目标自行制定评价方式和标准,并制定出与之相匹配的内部质量保障制度。外部机构评价其目标与评价方式和标准的适切性,质量保障制度的完备性等,尤其要把评价重心放在质量保障体系的有效性,即教学效果——学生发展程度上。
