退休回沪知青是上海市重要而特殊的移民群体。这一特殊群体的存在是历史遗留的问题,它具体是指原上海市户籍并由上海市动员分配支援外地建设,在外地办理退休(职)手续,享受外地养老、医疗等社会保障待遇;经本市公安部门批准,报入上海市常住户口的支内、支疆、上山下乡知青、异地安置退休干部等四类人群。本文提出退休回沪知青是移民回归,尝试用移民理论和“边缘人”理论等相关理论来分析他们的心理状况,指出其生活困境,并提出解决问题的措施,为他们建立一个全方位的社会支持系统。
Retirement to Shanghai is an important and special immigrant group in Shanghai. The existence of this special group is a question left over from history. It refers specifically to the original residence of Shanghai Municipality and mobilization and distribution of Shanghai to support the construction of the field, retirement (post) procedures in the field, and social security such as old-age care and medical treatment in the field. The public security department of this Municipality approves and submits to four groups of people who are resident accounts, branches in Xinjiang, educated youth going to the countryside and relocating retired cadres in different places in Shanghai. This paper proposes that returning to Shanghai to educate youth is the return of immigrants. Attempting to analyze their psychological conditions with immigration theory and “marginal man ” theory and other relevant theories, pointing out the predicament of their life, and put forward measures to solve the problem, for them to establish a comprehensive Social support system.
