各行政公署,自治州、市、县人民政府:国务院办公厅参阅文件([1997]10号)刊登了《中国人口报》赖林嵩、李向林、荣筱平同志撰写的文章《兴村富民拓新路——长沙县黄垅新村人口与经济协调发展纪实》,省委书记王茂林阅后批示:“此件要转发全省到乡,传达到村党支部”。鉴于此件最近已翻印发至各地州市县,现根据省委领导同志的批示,重新将此件印发至乡镇,请认真组织学习。文件内容由乡镇传达到村党支部。
