根据统计,“八五”期间,黄石市市区全民和集体所有制职工中有32万人需培训,占市区总人口的60.4%。如果加上乡镇企业职工,扩建、新建企业和城市开发区招收的农民职工,以及需要安排就业的城镇青年,应当参加培训的人员就更多。如此庞大的培训工程,怎么管理?这是各级政府和从事职工教育的同志首先应该考虑的问题。近两年来,引进市场机制,职工教育进行了一系列的改革尝试,力求突破传统的管理体制,探索一条按照市场经济和职工教育自身规律发展壮大的新路子。一、传统管理体制亟需改革
