经费是图书馆文献信息资源建设的生命线。2021年3月25日,教育部2021年部门预算正式公布,高等教育支出较上一年度减少56亿元,同比减少5.26%。而高校积极响应教育部“停课不停教、停课不停学”倡议,在线教学和科研全面开展,师生对图书馆电子资源全面保障的需求更加迫切。在未来经费不确定的形势下,如何未雨绸缪预判用户需求与发展态势,如何更为合理地制定应对策略,从而更有成效地进行文献资源建设,应是研究的重点。文章将构建基于“全流程”和“全评价”的“双全”文献信息资源建设应对模式,从优化经费分配制度、精细管理采
