(一)「开展全国规模的增加生产厉行节约的广泛群众运动,充分发挥现有生产设备的潜在能力,改进经营管理,增加国家财富,以支持抗美援朝的完全胜利」是一九五二年国营工矿区企业部门工作的总方针。全国公私营轻工业的全体职工,应共同参加和推进这一爱国增产节约运动,为国家生产更多的财富,节约更多的物资,并通过这一运动,提高我们的经营管理和技术水平,使一九五二年成为我国轻工业迅速恢复发展、超过历史上任何时期生产水准的飞跃的一年。根据政务院财政经济委员会的指示及目前轻工业生产管理的实际情况,一九五二年国营轻工业增产节约的重点,应放在下列四个方面:
